The primary purpose of this position is: to serve as a command headquarters level air transportation operations specialist, applying AF military rated aviator experience to interpret and advise on regulations, directives, instructions, programs, projects, methods and procedures of assigned major command air operations services/ program/project/study/plan and air transportation operations systems.
  • Applying Air Force military rated aviator experience serves as a command headquarters level air transportation operations specialist and is responsible for analyzing and evaluating simulator system support of AM C's organic aircrew training equipment and devices.
  • As a command headquarters staff action officer analyzes air transportation operations projects or programs of substantial breadth and depth of complexity .
  • Serves as a command air transportation operations specialist and may represent the organization on interagency groups to formulate and coordinate air transportation operations program requirements and regulations. Develops criteria and methods for evaluating program accomplishments and trends and makes recommendations for changes in program organization and emphasis. Performs substantial breadth and extensive, in-depth analyses of air transportation operations problems, methods, procedures, and techniques of command transportation operations programs.
  • As one of the command's air transportation operations project officers. analyzes and evaluates aircrew training issues and plans. Prepares planning guidance. Prepares and delivers oral/written presentations as required. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers. etc.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which include in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition, specialized experience must demonstrate comprehensive knowledge of a wide range of air transportation operations management policies, principles, and practices or in-depth knowledge of a specialized function or support service of air transportation operations to plan. identify, analyze and resolve air transportation operations issues and problems; Broad knowledge of Air Force operations, practices, and policies of the command's functional or program activities to develop, integrate and coordinate air transportation operations plans and programs; thorough knowledge of Air Force policies and procedures to plan and develop air transportation operations systems or services to satisfy user requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of and skill in the applications of Air force rated aviator (e.g. pilot. navigator) expertise as it applies to the assigned air transportation operations area.
  2. Considerable skill to plan and accomplish a variety of complex work assignments; Knowledge of a wide range of qualitative and /or quantitative analyses of data associated with the air transportation operations feasibility process.
  3. Knowledge of Air Force and DoD air transportation operations policies, procedures and programs; Knowledge of the relationship of the various command entities involved in air planning and execution of military operations.
  4. Knowledge of air transportation operations involving air assets en-route infrastructure and employment of mission support forces; Knowledge and skill in applying analytical and evaluative methods and techniques to Issues or studies concerning the effectiveness of program operations; Ability to lead others in air transportation operation studies or projects.
  5. Ability to communicate effectively both orally and in writing; analyze complex issues and maintain good working relationships
  6. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money or equipment); Knowledge of operational factors that impact aircrew training resources; Ability to communicate effectively both orally and in writing; persuade and influence others on complex issues: and maintain good working relationships; Ability to lead others as a project officer; Skill in computer software packages to accomplish special studies and projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
