Position Overview

The Division of Mental Health is seeking to hire a Deputy Director of Operations. This position plans, organizes, executes, controls and evaluates activities of staff involved in State Operated Psychiatric Hospitals (SOPH) on behalf of the Associate Director of State Operated Psychiatric Hospitals. Develops operational budgets for training and systems integration; in the absence of the Associate Director, directs phases with full range of authority for the planning and directing of hospital activities throughout the Division of Mental Health; compiles, tracks and analyzes Hospital Operations initiatives goals and performance indicators, improvement initiatives comprised of administrative, program and clinical indicators of service delivery regarding infection control, health services, restraint use and active treatment; implements execution of the Division's Emergency/Disaster Response Operations plan, including an intra-agency plan and facility-specific emergency operations plan; and prepares reports of progress and status regarding programs administered by state operated hospitals.

Essential Functions

  • Serves as Deputy Director of Operations for State Operated Psychiatric Hospitals the Division of Mental Health (DMH).
  • Plans, organizes, executes, controls and evaluates activities of staff involved in SOPH on behalf of the Associate Director of State Operated Psychiatric Hospitals.
  • Serves as full-line supervisor.
  • In the absence of the Associate Director, directs phases with full range of authority for the planning and directing of hospital activities throughout the Division of Mental Health.
  • Develops operational budgets for hospital operations.
  • Compiles, tracks and analyzes Hospital Operations initiatives goals and performance indicators, improvement initiatives comprised of administrative, program and clinical indicators of service delivery regarding infection control, health services, restraint use and active treatment.
  • Implements execution of the Division's Emergency/Disaster Response Operations plan, including an intra-agency plan and facility-specific emergency operations plan.
  • Performs other duties as assigned or required that are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years college.
  • Requires four (4) years of progressively responsible administrative experience in a health or human services organization.

Preferred Qualifications

  • Four (4) years of professional experience organizing, administering and evaluating ongoing services for multi-disciplinary operations.
  • Four (4) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders including the use of computers.
  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off.
  • Three (3) years of professional experience developing and interpreting policies and procedures for a public or private organization.
  • Three (3) years of professional experience working with Federal and State standards and regulations relative to residential care and treatment programs.
  • Three (3) years of professional experience developing strategic plans, long and short-term goals for a residential treatment program.
  • Three (3) years of professional experience interpreting, recommending, designing and implementing staffing plans for a public or private organization.
  • Master’s degree in a health or human services related field.

Conditions of Employment

  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to travel in the performance of job duties.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
