This position is part of the Department of the Air Force . The incumbent will serve as first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned.
As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST at the NH-0501-4 some of your typical work assignments may include:
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards
  • Plans, organizes, and directs the activities of the Joint Transportation Management System Joint Program Division's Financial Functional Management Branch, ensuring that all functional financial management and audit-related program activities comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and functional financial management and audit objectives. Researches, interprets, analyzes and applies DoD strategy and guidance like the Federal Information System Controls Audit Manual (FISCAM), Federal Financial Management Improvement Act of 1996 (FFMIA), and DOD Financial Management Regulation (FMR) for the JTMS program. Plans and schedules work in a manner that promotes a smooth flow and even distribution
  • Oversees the development, refinement, and management of all JTMS financial functional and audit requirements. Leads efforts to define and establish applied techniques, guidance and implementation criteria to be executed in carrying out the delivery of financial capabilities necessary to enable a fully audit-able Transportation of Things (ToT) for the Joint Deployment and Distribution Architecture (JDDA). Guides analyses, reviews, and special studies of accounting and/or related financial information with the audit ability team across the spectrum of financial requirements necessary to best enable transportation operations and close audit ability gaps in existing financial processes and systems that support the JDDE. Reviews results for possible effect on CFO compliance for accurate accounting reporting.
  • Represents USTRANSCOM and the JTMS Program Office regarding all things functionally focused for JTMS financial management and auditability. Establishes, develops, and maintains effective working relationships with USTRANSCOM J8, Office of the Secretary of Defense - Comptroller, JSJ8, and other military service and agency financial management and comptroller stakeholders and governing bodies. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
You may qualify at the NH-04 level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13/NH-03 grade level in the Federal service:
  • Experience applying accounting principles, theories, and techniques and
    knowledge of organization's functions to independently perform accounting work related to the development of accounting policies and procedures; and broad knowledge of trends and developments in the accounting profession
  • Experience using automated data processing concepts, systems capabilities, and economic usage to effectively complete accounting projects
  • Experience in applying knowledge of the processes related to performing financial audits in the government, utilizing knowledge of the Financial Audit Manual issued by the Government Accountability Office to financial auditing processes and procedures, exercising knowledge of the statutes, policies and issuances that govern or affect financial reporting, to include OMB Circular A-136, OMB Circular A-123 and the Treasury Financial Manual, and preparing documents for Independent Public Accountant (IPA) audits.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Substitution of education may not be used in lieu of specialized experience for this grade level.
