Vacancies will be filled in the following specialty areas: Human Capital Office Engagement and Retention Office
  • Provides advice and authoritative information to leadership and management throughout the Service on a wide variety of highly complex, controversial, and sensitive human resources retention problems and issues.
  • Advises leadership on concepts to create retention program initiatives and provide comprehensive retention advisory services on organizational functions and work practices needed to identify and recommend appropriate solutions.
  • Provides technical advice and assistance to leadership and management in the resolution of retention related problems for all levels and complexities of assigned organizations. Solutions may consist of various options available throughout multiple HR disciplines.
  • Researches and identifies trends and developments in HR retention. Develops project plans gathers data and provides input on position papers on the potential or actual impact of these trends and developments. Independently or collaboratively explores alternative solutions and recommends new or modified programs to management.
  • Formulates service wide HR retention program strategies for leadership and initiates and directs HR program strategic planning activities. Finalizes plans, instructions, guides, and other substantive material for use by leadership and operating HR offices in administering retention programs.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: To be minimally qualified for this position at the grade 12 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Applying a wide range of HR concepts, methods, principles, and practices used in HR functions and processes; independently performing highly structured work including broader and more in-depth assignments and projects; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing facts and drawing conclusions regarding HR processes. Examples of creditable work experience include: Identifying HR needs; conducting a variety of analysis and using the results to make recommendations and support actions; advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes. Assisting and developing other HR personnel.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
