The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle.

As a/an Supervisory HR Specialist (Deputy Executive Director of Workforce Experience and Data Insights), you will:
  • Independently analyze emerging workforce risks, statutory changes, case law developments, and organizational trends to identify vulnerabilities and systemic issues.
  • Oversee the talent assessment program including the development and validation of competency models, structured interviews, assessment batteries, etc.
  • Establish agency-wide HR data frameworks, ensures regulatory compliance, and oversee audits of workforce data accuracy and reporting integrity.
  • Ensure scalability, integration, and digital modernization across HR functions.
  • Oversee the direction of the Data, Technology, and Insights programs. Oversee HR platform and data governance.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
  • Leading federal selection assessment programs, including the development, validation, implementation, and maintenance of online and in-person assessments; AND
  • Implementing workforce experience programs that improve employee engagement; AND
  • Managing human capital data, analytics, and reporting functions, including developing dashboards, workforce metrics, or analytic insights to inform leadership for decision-making; AND
  • Leading a cross-functional team and holding staff accountable for outcomes.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.This job does not have an education qualification requirement.
