Vacancies will be filled in the following specialty areas:
TAXPAYER ADVOCATE SERVICE (TAS), Deputy National Taxpayer Advocate, (DNTA), Deputy Operations Support, Learning & Education

The following are the duties of this position at the full working level.
  • Develops guidelines, instructional methods, course materials, training aids, and new or improved applications in the fields of educational technology and e-learning. Promotes innovative methods/technologies/approaches in areas where traditional methods have been ineffective or not applicable. Stays current with state-of-the-art developments and trends in the area of e-learning course development and presentation.
  • Designs, develops, and maintains web site applications for Learning and Education that address customer needs for all business units. Monitors web site content to ensure it remains current and accurate, and ensures site references provide the expected navigation through the web.
  • Provides advisory services to all levels of staff to identify and define client needs and requirements in relation to web information services and computer-based training systems. Provides technical oversight, direction, and guidance on web-based material and interactive media development.
  • Identifies system complaints and problems in relation to web design and coordinates with Information Systems for resolution.
  • Analyzes, provides technical direction, and evaluates computer-based training and on-line help of performance-support systems, including development of prototype and other performance support tools.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GRADE-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience includes:

  • Experience with education and training techniques and methodology for development of courseware, and communication techniques to present and deliver instruction and training.
  • Experience with various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens.
  • Experience converting technical language into readily understandable terms.

OR

EDUCATION: A course of study that includes 2 years of progressively higher level graduate education leading to a masters degree or a Master's or equivalent graduate degree in a field of study that demonstrated the knowledge, skills and ability necessary to do the work.

OR

LL.B. or J.D., if related.

OR

An equivalent amount of combined education and experience as described in paragraphs above.

SPECIALIZED EXPERIENCE GRADE 11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes:

  • Experience with education and training techniques and methodology for development of courseware.
  • Experience with instructional methods and communication techniques to present and deliver instruction.
  • Experience with various data formatting and presentation techniques to support the preparation and presentation of concise, clear instructional screens and help topic screens.
  • Experience with general computer skills sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of products.
  • Experience with training systems and computer-assisted training applications such as ITM, SABA, or any other automated systems which may provide technology-assisted training support.
  • Experience with analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations.

OR

EDUCATION: Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work.

OR

Three (3) full years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work
OR

LL.M. if related

OR

A combination of qualifying graduate education and experience as described above.

SPECIALIZED EXPERIENCE GRADE 12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:

  • Experience with education practices and techniques to develop complete training and support courses.
  • Experience with performance support tools to plan and direct the development system components including online help and computer based training.
  • Experience with online development sufficient to discuss and resolve problems with appropriate experts and interpret policies and procedures governing the planning and delivery of web products.
  • Experience with training systems and computer-assisted training applications and automated systems to provide technology-assisted training support.
  • Experience with analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations in resolving complex/novel problems.
  • Experience with statistical analysis techniques to analyze data, draw logical conclusions and develop logical information.
  • Experience with negotiation methods and conflict resolution techniques to collaborate in a team environment.
  • Experience with oral and written techniques to develop course material and prepare and deliver briefings.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
