To serve as the first level Supervisor of the Special Missions Division sharing with the Division Chief the full scope of responsibility for managing the activities of the division. Represents the Chief officially, and when acting for the Chief, possesses the same authority and prerogatives. This Supervisor leads, supervises, and directs daily actions of all personnel within the Special Missions Division. The position incumbent reviews, analyzes, and processes Special Assignment Airlift Mission (SAAM) requests levied by DOD and non-DOD national agencies; evaluates all classified requirements, ensuring that classified users' requirements are met while ensuring the best use of AMC assets; responsible for interpreting airlift policy to all agencies and assisting in the formation and enforcement of new airlift policy as unique situations dictate; and subsequently providing long-term continuity for the command. Performs the duties and responsibilities of division budgetary control officer to include developing, tracking, analyzing, and reporting budgetary requirements for the entire division. Responsible for developing/implementing new mission planning processes and procedures as well as developing/implementing division training plan for all personnel. The incumbent is responsible for integrating 3 Special Access Programs (SAPs) with their associated OPLANS to support national level objectives. This position administers and prescribes policy, assists the command and its components in managing Focal Point Systems, Communications, and SAPs.

DUTIES:
  1. Plans, organizes, and directs the activities of the Special Missions Division (618 AOC/ALDS), ensuring that the ALDS complies with legal and regulatory requirements and meets customer needs.
  2. Exercises supervisory personnel management responsibilities. Represents the Special Missions Division with a variety of installation and functional area organizations.
  3. Serves as the 618 AOC functional logistics systems expert and consultant to plan, organize, and processes transportation requirements within the structure of the Defense Transportation System (DTS).
  4. Develops complex detailed concepts of operations (CONOPS) and then leads the coordination of airlift, air refueling, and crew requirements with users, airfield managers, base/supporting agencies and command and control elements as required.
  5. Performs a variety of special projects and assignments to include developing and maintaining an ongoing training program.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
QUALIFICATIONS:

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150) Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of DOD, agency, major organization, and unit operations, with regards to air mobility practices, policies, and procedures to effectively cultivate, improve, and enhance senior leadership's situational awareness; a broad knowledge of Agency and Air Force policies, procedures, processes, and interrelationships with major organization and unit operations, with specific emphasis on determining the applicability to air mobility mission; knowledge of Special Operations Forces (SOF) command relationships, organizations, equipment capabilities, and equipment limitations; knowledge of a wide range of airlift and air refueling operational concepts, objectives, capabilities, limitations, and applicable directives to make independent decisions and recommendations on worldwide airlift and air refueling missions; knowledge of aircraft capabilities and limitations including range, air refueling requirements, configuration, loading and takeoff weight restrictions; individual must have a thorough knowledge of international diplomatic clearance procedures and requirements worldwide to ensure planned missions that over fly, or land, in countries requiring clearances will be properly coordinated and cleared; thorough knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, worldwide route planning, international airway routes and structure, controlled and special use airspace, aeronautical charts, and flight safety issues; thorough knowledge of the Global Decision Support System II (GDSS II), Air Refueling Management System (ARMS), Consolidated Air Mobility Planning System (CAMPS), Advanced Computer Flight Plan (ACFP), Airlift Integrated Interface (A2I), AMC Logbook, and Computer Flight Planning System (CFPS) flight planning software to plan airlift and air refueling operations, extract/analyze data in order to make timely decisions during execution, report effectiveness of current policy, and make or recommend staff changes; knowledge of airlift regulations and policy regarding eligibility of cargo and passenger traffic for Special Assignment Airlift Missions (SAAM), opportune airlift, humanitarian, and channel missions; must have knowledge of regulations and policy covering Special Security Operating (SSO) procedures. Individual should possess a working knowledge of the Planning and Decision Aid System (PDAS) for facilitating the implementation of Special Access Programs (SAP), as well as system security and administration policies; knowledge of safety and security regulations, practices, and procedures; knowledge of and skill in applying techniques used to defend and protect information and IT systems from inadvertent and advertent disclosure; knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major flight operations, such as, rescue missions, tactical airlift, deployment, mobilization, exercise, special operations, or similar operations; and knowledge of AMC mission, policy, and regulations, along with Joint Staff and classified user procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of DOD, agency, major organization, and unit operations, with regards to air mobility practices, policies, and procedures to effectively cultivate, improve, and enhance senior leadership's situational awareness. A broad knowledge of USTRANSCOM and Air Force policies, procedures, processes, and interrelationships with major organization and unit operations, with specific emphasis on determining the applicability to air mobility mission. Knowledge of Special Operations Forces (SOF) command relationships, organizations, equipment capabilities, and equipment limitations. Must be able to interpret SOF requirements, validate requirements, and make recommendations to classified users to maximize efficiency of allocated AMC airlift assets.
  2. Knowledge of a wide range of airlift and air refueling operational concepts, objectives, capabilities, limitations, and applicable directives to make independent decisions and recommendations on worldwide airlift and air refueling missions. Knowledge of aircraft capabilities and limitations including range, air refueling requirements, configuration, loading and takeoff weight restrictions. Individual must have a thorough knowledge of international diplomatic clearance procedures and requirements worldwide to ensure planned missions that over fly, or land, in countries requiring clearances will be properly coordinated and cleared. Thorough knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, worldwide route planning, international airway routes and structure, controlled and special use airspace, aeronautical charts, and flight safety issues. Ability to develop executable airlift mission itineraries, to include the coordination of air refueling, if required.
  3. Thorough knowledge of the Global Decision Support System II (GDSS II), Air Refueling Management System (ARMS), Consolidated Air Mobility Planning System (CAMPS), Advanced Computer Flight Plan (ACFP), Airlift Integrated Interface (A2I), AMC Logbook, and Computer Flight Planning System (CFPS) flight planning software to plan airlift and air refueling operations, extract/analyze data in order to make timely decisions during execution, report effectiveness of current policy, and make or recommend staff changes.
  4. Knowledge of airlift regulations and policy regarding eligibility of cargo and passenger traffic for Special Assignment Airlift Missions (SAAM), opportune airlift, humanitarian, and channel missions. Must have knowledge of regulations and policy covering Special Security Operating (SSO) procedures. Individual should possess a working knowledge of the Planning and Decision Aid System (PDAS) for facilitating the implementation of Special Access Programs (SAP), as well as system security and administration policies. Knowledge of safety and security regulations, practices, and procedures. Knowledge of and skill in applying techniques used to defend and protect information and IT systems from inadvertent and advertent disclosure.
  5. Ability to develop short-range and long-range goals and plans for meeting major organizational operational goals. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major flight operations, such as, rescue missions, tactical airlift, deployment, mobilization, exercise, special operations, or similar operations. Knowledge of AMC mission, policy, and regulations, along with Joint Staff and classified user procedures. Must have skills in conducting in-depth transportation studies, analyzing findings, and ability to make recommendations to high-level officers. Skilled in planning, organizing, and directing the functions and staff of a small to medium sized organization.
  6. Ability to communicate effectively, both orally and in writing. Able to develop detailed Concept of Operations (CONOPS) for specific missions, as required. Must be able to develop and maintain good interpersonal relationships with representatives from a variety of organizations who possess common interests.
