Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations, Talent Acquisition, Program Execution Office, Quality Assurance Branch

The following are the duties of this position at the full working level.
  • Provides expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive program problems and issues. Conducts fact-finding and analysis and presents recommendations and conclusions.
  • Finalizes plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering related program elements.
  • Serves as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of Service-wide recruitment and placement program operations and other comparable studies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment.
  • Researches and identifies trends and developments in the program and related human resources management activities. Develops project plans, gathers data, and prepares position papers on the potential or actual impact of these trends and developments. Independently or collaboratively develops and explores alternative solutions and recommends new or modified programs to management.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Experience applying a wide range of human resources (HR) laws, regulations, compliance, policies, and precedents and knowledge of HR principles, practices, and procedures sufficient to provide comprehensive HR advisory services to management and assess program compliance. Experience using oral and written communication techniques to deliver effective training and deal tactfully and persuasively with others.
  • Experience in cradle to grave staffing projects.
  • Experience creating and delivering training to HR Professionals and other Stakeholders meeting the needs of staffing, recruitment, and placement processes in both the in-person and virtual environments.
  • Examples of qualifying experience could include teaching others to post and work recruitment announcements in an automated system, conducting presentations on various HR topics such as (not all inclusive) Pay Setting, Qualifications, Special Programs, Pathways, OPM hiring flexibilities or similar.


SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Experience applying a wide range of human resources (HR) laws, regulations, compliance, policies, and precedents and knowledge of HR principles, practices, and procedures sufficient to provide comprehensive HR advisory services to management and assess program compliance.
  • Experience using oral and written communication techniques to deliver effective training and deal tactfully and persuasively with others.
  • Experience in cradle to grave staffing projects.
  • Experience creating and delivering training to HR Professionals and other Stakeholders meeting the needs of staffing, recruitment, and placement processes in both the in-person and virtual environments.
  • Examples of qualifying experience could include teaching others to post and work recruitment announcements in an automated system, conducting presentations on various HR topics such as (not all inclusive) Pay Setting, Qualifications, Special Programs, Pathways, OPM hiring flexibilities or similar.
  • Experience leading teams or directing projects as described on the examples above.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
