Position Title: Director Finance & Operations
Location: District Office Administration
Reports to: Superintendent
FLSA Class: Exempt
Contract: 12-Month
 
SUMMARY
This position is responsible for all finance and accounting for the school district to provide the best possible education services within the available financial resources. The primary functions of the Director of Finance and Operations are to (a) oversee and direct all aspects of the financial accounting for the district, (b) oversee payroll operations, (c) ensure completion of all local, state, federal, and agency financial reporting, (d) oversee and direct food service operations, and (e) assist in the oversight of building operations.

DUTIES

  1. Maintain accurate accounting records as prescribed by law.  Balance, reconcile, back up, and close the monthly and annual accounting records.
  2. Receive and account for all district revenues.
  3. Provide oversight of the district’s cash and investments.  Ensure that financial institutions properly collateralize deposits.
  4. Prepare the district’s annual budget.
  5. Review and analyze departmental budgets and district expenditures, recommending budget reallocation, effective cost containment programs, and cost reductions for fixed and operational budget line items.
  6. Provide oversight of the district’s employee insurance program including enrollment, termination, and problem resolution with employee claims.  Attend insurance company meetings and district insurance committee meetings.
  7. Coordinate annual independent audit with district’s certified public accountant.
  8. Prepare, oversee, and/or and file reports with the Illinois State Board of Education including, but not limited to: quarterly expenditure reports for grants, state budget, IDEA Excess Costs, District Financial Report, Transportation Claim, EBF Spending Plan, Site-Based Expenditure Reporting, EIS salary/benefit reporting, Annual Statement of Affairs, Teacher Salary Study, Non-Certified Salary Study, Limitation of Administrative Costs, and other reporting requirements as appropriate.
  9. Oversee the preparation and filing of all TRS reporting including enrollment, retirement, and disability. (Oversee required monthly contributions to TRS.)
  10. Oversee the preparation and filing of Illinois Municipal Retirement System forms and reports including enrollment, retirement, termination and disability. Oversee required monthly contributions to IMRF.
  11. Prepare the district’s annual tax levy.  File annual levy with St. Clair County as required.
  12. Ensure that required publications (budget hearing, tax levy hearing, annual statement of affairs, insurance bids, etc.) are published in the local newspaper according to requirements.
  13. Prepare Annual Financial Report for publication.
  14. Supervise all accounting operations and preparations of payroll including the preparation of W2s, 1099s, and 941 reporting.
  15. Maintain District bank accounts.
  16. Coordinate the District health insurance plan, optional dental/vision/life insurance plans, Flex 125 plan, and employee 403(b) participation.
  17. Perform duties related to managing, preventing, and/or reducing the school district’s exposure to liability.
  18. Oversee the district's commercial insurance program. Administer the insurance/compensation program component to the Risk Management Program and serves as the District’s liaison to the various consulting services, claim and adjustment services, and insurance companies.
  19. Oversee the bidding of supplies and contractual services.
  20. Serve on the District’s negotiations team, providing strategy, contract analyses, interpretation, and financial analyses.
  21. Evaluate the performance of staff as assigned.
  22. Attend School Board meetings and other committee meetings as assigned.
  23. Participate in the review of the Student Handbook and district policies, and shall make suggestions to add, delete and/or modify policies and procedures as needed.
  24. Utilize data to analyze program effectiveness and to identify financial areas needing modification and/or improvement.
  25. Develop, recommend, and implement financial administrative procedures consistent with federal law, state school law, state board of education and local school board policy.
  26. Keep Superintendent informed regarding all financial matters and communicate and collaborate with the administrative team as needed.
  27. Perform any other duties as assigned by the Superintendent.


QUALIFICATIONS

  1. Minimum of a B.S. in school administration, accounting, or related field; M.S. preferred.
  2. Chief School Business Official Endorsement, School Administration Endorsement, or CPA Certification preferred.
  3. Experience in school financial management preferred.
  4. Must have knowledge of applications such as word processing, spreadsheets, presentation slides, etc.
  5. Must possess excellent verbal and written communication skills and understand/follow oral and written instructions.
  6. Must establish and maintain effective and courteous working relationships with stakeholders.

 
SALARY RANGE
$100,000-$140,000
