Position Overview
Subject to administrative approval, serves as Bureau Chief of Systems Support. Develops and implements policy and procedures in accordance with State and Federal regulations. Manages and directs through subordinate professional and technical staff responsible for the functional and technical support of the State of Illinois Accounting System.
Essential Functions
- Serves as Bureau Chief of Systems Support; develops and implements policies and procedures for the total management process of the Bureau in accordance with State and Federal regulations as it relates to the State of Illinois Accounting System.
- Manages and directs through subordinate professional and technical staff responsible for the functional and technical support of the State of Illinois Accounting System; serves as full-line supervisor.
- Represents the Office of Fiscal Services and/or the Department with the Budget Office, MIS/DoIT, Comptroller’s Office, Auditor General, and other state agencies related to the State of Illinois Accounting System.
- Reviews federal and state legislation, rules and regulations; determines possible fiscal and operation effects on the Office of Fiscal Services area and/or the Department; recommends and implements changes and revisions regarding the State of Illinois Accounting system.
- Oversees the development and execution of training required and communication to users regarding changes made to the accounting system, including the development and deployment of web-based trainings, operations manuals, job aids, and various other training mechanisms.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college with courses in business, fiscal or accounting.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative fiscal or accounting experience in a public or private business organization.
Preferred Qualifications
- Five (5) years of professional experience working with an automated accounting system.
- Five (5) years of professional experience working with state and federal policies and rules relating to state or non-state accounting procedures.
- Five (5) years of professional experience working with Comptroller and Treasurer policies and procedures, Federal and State statutes, administrative rules and regulations relative to state accounting to ensure compliance with GAAP and GASB standards.
- Five (5) years professional experience ensuring procedures and reports are sufficient for processing and reporting and assisting staff with resolution of issues.
- Five (5) years professional experience providing responses to internal and external audit requests.
- Five (5) years of professional experience assigning work, providing guidance to subordinates, recommending counseling and /or discipline following collective bargaining agreement, training staff, approving time off, and preparing and signing performance evaluations.
