The primary purpose of this position is to serve as a Navigation Data Base Manager and Trainer, building, monitoring, updating, coordinating, researching and maintaining navigation data base (city pairs) including air refueling (ARs).
  • Accomplishes City Pairs Data Base & Flighting.
  • Serves as Training, Instructor and Evaluator.
  • Represents HQ 618 TACC with a variety of installation and functional area organizations.
  • Keeps 618 TACC senior staff & AMC staff apprised of status and developments for assigned missions current and future issues, including serving as a lead subject matter expert (SME) on a variety of airlift and air refueling aerospace routing issues.
  • Develops, analyzes, evaluates, and maintains air transportation metrics.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education
Undergraduate and Graduate Education: Major study or at least 24 semester hours in any combination of the following: computer science, mathematics, electronics, physical sciences, information management, engineering, telecommunications, or other fields related to the position.

Experience
For GS-11 and above: Experience that demonstrated an extensive knowledge of and experience in the technology, system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying Air Force and command flying instructions, directives, plans, regulations, and processes including those related to handling hazardous cargo; applying knowledge of DoD/JCS/Air Force air transportation directives regulations, policies and procedures to plan and manage air transportation systems and/or services to satisfy user requirements; applying broad knowledge of operations, practices, and policies of the command's functional activities to develop, integrate and coordinate transportation plans and missions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of AMC aircraft performance capabilities and limitations, AF and command flying instructions, directives, plans, regulations, and processes including those related to handling hazardous cargo
  2. Knowledge of flight operations, air field information and restrictions, en route supplements, i e, runway length, load bearing capability, types of fuel available, flying instructions, flight information publications {FLIP), documents, guidelines, and worldwide route planning, computer flight plans, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, and flight safety issues
  3. Knowledge of AMC aircrew flying limitations and crew rest requirements
  4. Knowledge of safety and security regulations, practices, and procedures
  5. Ability to work m both a high stress environment and in time-sensitive, rapid response situations
  6. Ability to quickly process multiple and unrelated factors and determine solutions to operational problems.
OTHER SIGNIFCANTS FACTS:
  1. Employee will be required tosuccessfully complete initial Shift Lead and Data Base Manager training (maintain minimum passing scores) within established timelines prior to assuming unsupervised duties of the position. These actions should be scheduled for accomplishment and completed successfully within 120 days of being hired.
  2. Familiarization with all aircraft support by AMC including but not limited to C-5/C-9/C-21/C-17/C-130/KC-135/KC-10 aircraft capabilities, performance, configuration, limitations, etc. is highly desirable.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
